Is it just louder then a mandolin or how does it sound (oval hole -flat back) or somebody said it would sound good as a tenor guitar if tune like a guitar????

Mandola, like its bowed ancestor, the Viola, is tuned CGDA
Octave mandolin is the next GDAE, its longer scale, and an octave lower in pitch
The Papoose by Tacoma guitars is close to octave mandolins , tuned ADGCEA normally.

Well, as has already been stated, mandolas (as the term is usually used state side) are normally tuned cgda, one fifth lower than a mandolin. The same cgda is the most common (though not the only) tuning for tenor guitars.
The scale length on tenor guitars is generally around 23" or a bit less and mandolas is 16-17" (+/-). This, the body shape/size and the 8 vs 4 strings makes for different tonal characteristics between tenor guitars and mandolas. I think most people familiar with the instruments would know the difference when they heard them.
