does the neck relief change with local environmental conditions. I live along the florida gulf coast. It's about 90% humidity here now and has been for months. I had my mando adjusted in Tennessee. Could the humidity change the neck bow one way or another? Experience with this?

Yes it absolutely can bow a neck. This depends on lots of factors (truss rod tension, thickness/material of fretboard, neck thickness), but humidity is the root cause of your problems as it wreaks all sorts of havoc with wood in general.
