Drill bit for drilling elite tuner bushing hole

What size do you guys that have used the Stewmac Elite tuners use to drill the tuner holes. Do you drill the bushing size all the way through or do you 'step it', drilling part of the way the bushing size, and finishing with the smaller shaft size?

I don't use the Elite tuners, but I use the step method -- the hole on top is just shy of the diameter of the bushing, but it doesn't go all the way through. The hole on the back is the diameter of the tuner shaft.
