Have a blemish on the back of the neck that looks like a bubble that has been rubbed off. Any way to fix it?

Sounds like an ingrown hair to me..but seriously,a bit more information is needed here. What kind of finish are you dealing with? Is bare wood showing? Is the area of the blemish stained or clear? Has the busted bub left a darker ring around a lighter area? Of course,it can be fixed;we're just considering the degree of difficulty involved.

LOL Gee, what more info do you need? Just kidding. I dont know alot about finishing but it looks like just the Clear Coat has been rubbed off. No bare wood is showing and the blemish is stained because the wood is stained. It looks like the "top coat" has been rubbed off. Picture your car with a spot of clear coat rubbed off to the paint. It is a lacquer finish.

Sounds like you might have had a separation between the lacquer and an underlying sealer.
That's been a problem for manufacturers from time to time.
A repair would involve spotting in some lacquer and blending and buffing it into the old finish.
