What would be the best book or dvd to learn to play the mandolin?I never played so i need one thats pritty good for beginners.Thanks

Simon Mayor's "The Mandolin Tutor" Book/CD/video, followed by Roland White's Approach to Bluegrass Mandolin would be my recommendation.

There is no best. There are many good ones though. I would suggest searching the forums.
Check out Homespun Tapes (on your computer). They have beginner to advanced DVDs. No financial interest.

I started with Butch Baldasarri's "You Can Play Bluegrass Mandolin" 1 & 2. #1 starts out pretty slow and elementary and works up to the lower intermediate level through #2. Both tapes/dvds have you learn some of the bluegrass standards and also covers techniques. You can get them from homespuntapes.com or eBay. If you check around anad are patient you can get both for under $50.
They worked great for me and set the foundation to get me started.
