The D string on my IV kit mando on the seven fret buzzes like crazy, we're talking sitar sound. The A string does it too on the 7th fret but not quite as bad. The G and E are okay.

Does that mean that the 8th fret is too high on the D and A?

Next question, I take it the correct fix is to carefully file down the 8th fret on those two string. What tools do I need to fix it? I don't mind building up some luthier tools but don't want to pay an arm and a leg.

kvk,
Post a picture of your IV kit. I would like to see and hear more about it.
Thanks,

First, see that all frets are seated completely. If there are any that aren't driven completely down, drive them completely down.
Follow that with a mill and recrown, and all should be fine.
I would link to Frets.com for mill-and-recrown instructions, but I'm away from home, using a Windows machine, and can't figure out how to get it to post a link.

Take a look at this (http://www.frets.com/FRETSPages/Luthier/Technique/Setup/BuzzDiagnosis/buzzintro.html) page on frets.com (http://www.frets.com). It will help you diagnose the problem.
