Can this be restored and what is the playing/collecting value as it sits? Does an authentic but not original pickguard lower value? I plead total ignorance on this subject.

I have a very similar DeArmond pickup (Model 500) which is very easily removed with no damage to the mandolin. The pickup is held on by a tab under the pickguard and a tension rod on the other other side. The tension rod is clamped to the strings behind the bridge. The volume pot is held by the string clamp or between the top and bottom of an adjustable bridge. In this case the pickguard may have been in the way of centering the pickup and was trimmed.
