Is it possible to retrofit an adjustable truss rod where a Carbon Fiber one currently exists? I am curious as the neck on my mandolin is slightly warped. The builder said he'd fix it, I love the mandolin, but am worried if the builder is no longer able to work on mandolin and I need and adjustment. Can you get adjustable carbon fiber rods? Is the replacement worth it? or even possible?
Just curious

I'm thinking you would be a LOT better off just sanding your neck flat. If that rod was put in right, it will be an absolutely miserable job getting it back out. Maybe even impossible without destroying the neck.

The carbon bar can be removed without destroying the neck but it would be very time consuming, and thus expensive.

When necks fortified with CF do move, will they eventually stabilize? Will sanding the next set them in motion again?

Whether a neck will "stabilize" depends on how much carbon fiber/epoxy is in it, and where it is placed.
