i'm a beginner. and i've had only the basics from the internet. i can read tab, but i wouldn't mind ditching that for standard notation. i also need to learn about this chord progression like how to make notes. i was wondering if there was an internet resource that could guide me through this. or a book but i'm a bit poor at the moment so it would be awhile before i could get one.

i guess i'd also like to add: if anyone knows any fairly simple bluegrass tuned (either chop chords or tab) that are good that i could play with my friend whom plays the upright bass. she's mostly into classical but i'm corrupting her to play bluegrass, she really likes the bouncy simple beats. if you have any suggestions on songs or whatever let me know. thanks.

A lot of us here are self taught on the mandolin. You don't say that you have any musical training anywhere, but it is implied from your statement about ditching tab for notation. If you do, you shouldn't have much trouble with mandolin, but still you can't do better than to spend a few hundred dollars on some lessons to get you started. Think of it this way: a $1000 mandolin with $200 in lessons will sound a lot better than a $2000 mandolin, and save you $800!

The best book on the market I have found so far is Basic Music Theory (How To Read, Write, And Understand Written Music) by Jonathan Harnum. He is a music teacher and was looking for a basic way to teach his students and he just wrote his own book. Amazon.com best price I know of.
