one of the upgrades available for a Ryder EM-44/45, is a 'bound neck and peghead'. This upgrade cost 125$...i've been trying to google what 'bound neck and peghead' mean, but the search engine provided no answers... could any of you explain what that means, and if its worth the 125$?

These are thin strips of wood or plastic running along the edge of the fretboard and around the head of the instrument. These can be ornamental and also protect the body against the occasional accident.

It means that the binding which typically is around the body, between the top (and back) and the sides, is extended to the fingerboard and all the way around the headstock. For example, here's my Driftwood XIV with bound headstock:

It means a few hours of extra labor. also unbound fretboard refrets cost less, when needed later on.
