I would like to record an arrangement on my PC with an arpeggio on 12 string guitar
then go back and add a mandolin melody and then rhythm guitar etc. Isn't there a program I can use to do this?

Audacity (http://audacity.sourceforge.net/). It's free, and does everything you need.

I like Audacity, but it does require fiddling to sync up separately recorded tracks.

N Tracks is decent for very little.

I will second N-Tracks. For 49 bucks, I was able to, with NO recording exp, record myself on Mando chops, solo, and a guitar in about an hour...
Worked great AND easy to use.

Traction by Mackie is awesome and very easy to use and learn. It's 80 bucks.

I have experimented with Kristal, but have had problems with latency, or delays in syncing one track to the next. I'm not a computer, or recording expert. Is there an easy way to fix or address this problem?

Well,
The mandolin solo that I wanted with the 12 string is going to be played by my 12-year-old. He picked right up on what I wanted, added his own embellishments and it sounds better than I imagined(better than dad I have to admit). He gets that far away-in another world look in his eyes as the mandolin sings...plumb got tears in mine. The kid is a prodigy. Mandos are an awesome invention aren't they. God is good.
